Twitter CEO Jack Dorsey told a congressional hearing on Tuesday that once President Donald Trump is no longer president, his tweets won't fall under the company's "world leader" policy.

World leader Twitter accounts are granted certain exemptions when they break Twitter's guidelines, because the platform considers their tweets to be in the public interest.

Trump's Twitter account will lose its "world leader" protections on January 20, Twitter previously told The Verge.

Once he's no longer president, Trump's account would be subject to suspension and even removal, just like any other account, if he breaks the platform's rules.

President Donald Trump has until January to tweet with impunity.

Twitter CEO Jack Dorsey appeared alongside Facebook CEO Mark Zuckerberg at a congressional hearing on Tuesday. Responding to questions from lawmakers, Dorsey confirmed that Trump's Twitter account will be stripped of the special protections the platform affords to world leaders.

"If an account suddenly is not a world leader anymore, that particular policy goes away," Dorsey said.

The social media giant had confirmed to The Verge a week prior to the hearing that on January 20 — the scheduled day of President-elect Joe Biden's inauguration — Trump's personal Twitter account will lose its status as a "world leader" account.

On Twitter, "world leaders" are treated differently. Tweets that would ordinarily be removed or result in sanctions are instead placed behind information cards, informing users that although they break Twitter's rules, the platform has allowed the tweets to stay up.

This is because Twitter believes tweets from world leaders are in the public interest, even when they break its guidelines.

"A critical function of our service is providing a place where people can openly and publicly respond to their leaders and hold them accountable," a Twitter spokesperson told Business Insider.

"With this in mind, there are certain cases where it may be in the public's interest to have access to certain Tweets, even if they would otherwise be in violation of our rules."

A spokesperson told The Verge that the policy "applies to current world leaders and candidates for office, and not private citizens when they no longer hold these positions."

Twitter started taking action against Trump's tweets on May 26, applying fact-checking labels to two tweets alleging California mail-in ballots would be subject to fraud.

Two days later, it took action against a tweet of his about George Floyd protests in Minneapolis for breaking its rules on "glorifying violence."

In the run-up to the election Twitter started applying restrictions to tweets that it deemed to violate its "civic integrity" policy. Many of these tweets detailed the president's unsubstantiated claims that mail-in voting would be fraudulent.

Since Election Day, the platform has taken action against numerous Trump tweets. Some simply have fact-checks next to them, while others are behind click-through blocks warning users: "Some or all of the content shared in this Tweet is disputed and might be misleading about an election or other civic process."

It's unclear how long Trump's account might survive after January 20, but if he continues to tweet as he has been doing, it's possible his account would be suspended.

Some groups argue Trump should lose his privileges long before Biden's inauguration.

The Lawyers' Committee for Civil Rights Under Law and political watchdog Common Cause wrote an open letter to Twitter on Thursday asking the platform to suspend Trump's account for undermining the integrity of the election.

There’s talk that the site will finally deal with him seriously after Biden’s inauguration.
That’d be too little, too late.

The president of the United States has hardly been seen since he lost the presidential race.
But while he's kept mostly out of sight, he’s used Twitter which gives world leaders a special pass to spread misinformation by claiming that there’s “a clear public interest value to keeping the tweet on the service” even when it’s false—
to lie and instigate division with messages that would be removed, or the account taken down, if they came from other users.

On Sunday, the hashtag
#DeactivateTrump
trended worldwide as thousands of users, including myself, demanded that the big tech company finally put an end to Trump’s deliberate violation of the platform’s guidelines.

There has been chatter that the company will do so after Joe Biden’s inauguration, on Jan. 20.
But that would be a cowardly and reckless way to respond to the harm he’s doing right now.

Twitter, the time to deactivate Trump’s account is now.
I can speak on this because I’ve been a part of conversations with Twitter CEO Jack Dorsey.
For years, we have asked the platform to deactivate him and his white supremacist followers.
We often got the “we hear you” and “we’re looking into it” response. But now is not the time to just hear us, but to actually do something about it.

Twitter says it will give @POTUS account to Biden on Inauguration Day.

(CNN Business)Twitter said Friday it will hand control of the @POTUS account to the new Biden administration on Inauguration Day.

The @POTUS account is the official account of the President of the United States and is separate from the @realDonaldTrump account that Trump uses to tweet.
This will also apply to about a dozen White House accounts, including the @FLOTUS and @PressSec accounts, Nick Pacilio, a Twitter spokesperson told CNN Business.

"Twitter is actively preparing to support the transition of White House institutional Twitter accounts on January 20th, 2021.

As we did for the presidential transition in 2017, this process is being done in close consultation with the National Archives and Records Administration," Pacilio said in a statement.

An archive of Obama's @POTUS account can be found under the handle @POTUS44.

Attorneys general plan to sue Facebook over antitrust violations next week.

New York is leading a group of states in a Facebook antitrust investigation and the states plan to sue the tech giant next week, Reuters reported Thursday.

The state-led complaint would be the second major lawsuit filed against a major tech company in the U.S. this year, following the Justice Department's lawsuit against Google in October.

More than 40 states plan to sign the lawsuit, a source told Reuters. The source did not name which states will be part of the effort.

Spokespeople for Facebook and the New York attorney general’s office declined to comment to Reuters, and the spokespeople did not immediately respond for comment when contacted by The Hill.

Details of what the states plan to include in the complaint is not known, Reuters reported.

Facebook, one of four big tech companies investigated by the House Judiciary panel on antitrust, has faced allegations that it strategically sought to buy smaller potential rivals including Instagram in 2012 and WhatsApp in 2014.

The House report released in October unearthed emails that showed senior employees, including CEO Mark Zuckerberg, describing acquiring Instagram in 2012 as a way to neutralize a competitive threat.

The report also uncovered an internal memo from October 2018 that claimed the company faced more competition within its own products, including Instagram and WhatsApp, than externally.

Zuckerberg, who has frequently testified in front of Congress, has defended the company against antitrust allegations over the acquisition of Instagram and WhatsApp, arguing it helped expand the companies.

The Justice Department and Federal Trade Commission also began antitrust investigations into Facebook, Amazon, Apple and Google in 2019. A group of states launched a joint probe of Facebook.

The GOP won’t be pleased with YouTube’s latest decision about the 2020 election.

Like most Americans, YouTube is also ready to move beyond President Donald Trump and the Republican Party’s continued efforts to undermine the 2020 presidential election.

On Dec. 9, YouTube announced changes that will be incorporated this week, according to CNet. The company took to Twitter with a series of tweets explaining its course of action to come.

As a result of the uptick in videos surrounding election-related conspiracy theories and falsehoods, the social platform has opted to implement stricter measures to combat the spread of misinformation. According to YouTube’s latest announcement, any videos relative to election fraud that are posted to the video sharing network after Wednesday will be removed.

“Our goal this election was to connect people to authoritative info, limit harmful misinfo & remove violative content,” it said. “Subsequently, authoritative news was widely watched & recommended, and since Sept, we removed 8K+ channels for violating our policies.”

Michael Grosack, the head of global content policy at YouTube, also published a post on the company’s blog site further explaining the platform’s decision.

“Yesterday was the safe harbor deadline for the U.S. presidential election and enough states have certified their election results to determine a president-elect,” Grosack said. “Given that, we will start removing any piece of content uploaded today (or anytime after) that misleads people by alleging that widespread fraud or errors changed the outcome of the 2020 U.S. presidential election, in line with our approach towards historical U.S. presidential elections.”

The statement continued, “We’ll also update today our election results info panel, which already surfaced under 200k+ vids and was shown 4.5b+ times. It’ll note that U.S. Presidential election results are certified & link to the 2020 Electoral College Results page by the Office of the Federal Register.”

It concluded, “There’s always more to do. Striking the balance between openness & responsibility is one of our toughest challenges. We’re continuing to make improvements & will apply our learnings from this election, globally.”

Videos discussing voter fraud claims and questioning President-elect Joe Biden’s win will remain on the site.

Agency homing in on social media companies’ data collection.

WASHINGTON (AP) — Federal regulators are ordering Facebook, Twitter, Amazon, TikTok’s parent and five other social media companies to provide detailed information on how they collect
and use consumers’ personal data and how their practices affect children and teens.

The Federal Trade Commission’s action announced Monday goes to the heart of the tech industry’s lucrative business model: harvesting data from platform users and making it available to online advertisers so they can pinpoint specific consumers to target.

The agency plans to use the information, due in 45 days, for a comprehensive study.

The other five companies are Reddit, Snap, Discord, WhatsApp, which is owned by Facebook, and Google’s YouTube.

Regulators and lawmakers are increasingly weaving their concerns over data power and privacy into their investigations of Big Tech companies’ market dominance.

When the FTC and 48 states and districts filed landmark antitrust lawsuits against Facebook last week, accusing it of abusing its market power to crush smaller competitors, they also alleged that
the company’s conduct has harmed consumers’ data privacy.

Facebook, the largest social network, gets the bulk of its revenue which reached $70.7 billion last year from online ads.

With its new request, the FTC wants to know how social media and video streaming services collect, use and track consumers’ personal and demographic information, how they decide which ads and other content are shown to consumers, whether they apply algorithms or data analytics to personal information, how they measure and promote user engagement and how their practices affect children and teens.

“Never before has there been an industry capable of surveilling and monetizing so much of our personal lives,” three of the five FTC commissioners said in a statement. They said the planned study
“will lift the hood on the social media and video streaming firms to carefully study their engines.”

Twitter said in a statement, “We’re working, as we always do, to ensure the FTC has the information it needs to understand how Twitter operates its services.”

Support has grown in Congress for a national privacy law that could sharply rein in the ability of the biggest tech companies to collect and make money from users’ personal data. Legislation could gain steam in the new Congress next year with support from the Biden administration.

The FTC fined Facebook $5 billion last year for alleged privacy violations and instituted new oversight and restrictions on its business. The fine was the largest the agency had ever levied on a tech company, although it had no visible impact on Facebook’s business.

Also last year, YouTube was fined $170 million — $136 million by the FTC and $34 million by New York state — to settle allegations that it collected children’s personal data without their parents’ consent.

YouTube To Trial Showing Videos In Between Ads

ANNOYING advertisement giant YouTube has announced its intention to move into the video hosting platform service in the coming months for an initial trial period, much to the dismay of the service’s loyal users.

While YouTube users once frequented the website and app for all its preloaded, persistent and invasive advertising needs, many will have to adjust to seeing videos made by content creators, film makers and hobbyists. It’s a big shift in focus for YouTube and a bigger risk for its reputation.

“It’s time to shake things up, everyone loves seeing ad after ad, that’s what they come to YouTube for, and call us crazy but we think people visiting YouTube might also want to see content from video creators,” shared head of innovation at YouTube Terri Halperstein in a call with unimpressed investors this morning.

Despite YouTube’s bullish tone, tech journalists and experts are already expressing their doubts that YouTube could survive such a big shift in focus.

“They are going to bleed users, who in God’s name is going to sit through some teenager playing a game or giving a make up tutorial just to get to the ads? It ruins the fun of the wall to wall ad watching experience,” offered one journalist.

The devastation and dismay among users is abundantly clear.

“I feel betrayed, I just want ads for products, brands and services I have no interest in constantly shoved in my face, but if they insist on putting engaging content I’m genuinely interested in the middle of it all, I’ll never use it again,” shared one disappointed user.

Twitter to uphold permanent ban against Trump,
even if he were to run for office again.

Twitter will uphold its ban on former President Donald Trump, even if he were to run for office again, according to the company's chief financial officer.

“When you’re removed from the platform, you’re removed from the platform,”
Twitter CFO Ned Segal told CNBC in an interview on Wednesday morning.

Our policies are designed to make sure that people are not inciting violence,” Segal said.
“He was removed when he was president and there’d be no difference for anybody who’s a public official once they’ve been removed from the service.”

Segal also pushed back against claims that users may have fled to other social media platforms in response to Trump’s removal.

“We added 40 million people to our DAU [daily active user count] last year, and 5 million last quarter,” Segal said. “In January, we added more DAU than the average of the last four Januarys, so hopefully that gives people a sense for the momentum we’ve got from all the hard work we’ve done on the service.”

Twitter was the first social media platform to take permanent action against Trump following the
Capitol riot on Jan. 6, after applying an initial 12-hour suspension.

“After close review of recent Tweets from the @realDonaldTrump account and the context around them — specifically how they are being received and interpreted on and off Twitter —
we have permanently suspended the account due to the risk of further incitement of violence,” the company announced in a blog post on Jan. 8.

Snapchat has also permanently banned Trump.

Facebook continues to uphold its temporary suspension on Trump’s Facebook and Instagram accounts until further notice.

The Facebook Oversight Board, an independent digital supreme court for the company, is in the midst of reviewing the case and is expected to announce whether the decision stands in the coming months.

7 Republican lawmakers who will grill tech execs on election misinformation tweeted #StopTheSteal.

On Wednesday, The Washington Post reported that seven Republicans who sit on the House Energy and Commerce Committee — a body that will tomorrow interrogate the leaders of Facebook, Google, and Twitter on election misinformation —
promoted the "#StopTheSteal" hashtag themselves, and voted to overturn the election based on voter fraud conspiracy theories.

"Three Republican members of the committee, Reps. Markwayne Mullin (Okla.), Billy Long (Mo.) and Earl L. "Buddy" Carter (Ga.), tweeted or retweeted posts with the phrase 'Stop the Steal' in the chaotic aftermath of the 2020 presidential election," reported Cat Zakrzewski.
"Stop the Steal was an online movement that researchers studying disinformation say led to the violence that overtook the U.S. Capitol on Jan. 6."

Trump was ultimately impeached over his role in inciting the riot at the Capitol by spreading these election conspiracy theories — an effort that featured several Republicans in the House and Senate crossing over to vote with Democrats in an effort that ended in narrow acquittal.

Facebook to announce decision on Trump ban

Facebook's independent oversight board will announce its decision this week on whether to uphold a ban on former president Donald Trump or allow him back on the platform.

Facebook blocked Trump's access after violent throngs of his supporters, egged on by his false claims of election fraud, launched a deadly attack on the U.S. Capitol on January 6.

YouTube and Twitter also cut off Trump’s ability to post, and in Twitter's case the ban was permanent.

Facebook handed the case to the oversight board.

CEO Mark Zuckerberg created an independent panel after years of simmering criticism that he was not doing enough to limit harmful content.

The Facebook decision, set to be announced Wednesday morning, will be closely watched to see how the world's largest social media platform handles its highest-profile case to date on what sort of content is allowed on the site.

It could uphold the suspension or overturn it and it has been asked to make recommendations to the company on how it handles world leaders on the site.

In a sign that Trump might not soon change his inflammatory rhetoric over his election loss, he put out a press release Monday calling the results of the 2020 contest, "THE BIG LIE!"

Facebook's Trump ban upheld by Oversight Board for now

Donald Trump's ban from Facebook and Instagram has been upheld by Facebook's Oversight Board.

But it criticised the permanent nature of the ban as beyond the scope of Facebook's normal penalties.

It has ordered Facebook to review the decision and "justify a proportionate response" that is applied to everyone, including ordinary users.

The former president was banned from both sites in January following the Capitol Hill riots.

The Oversight Board said the initial decision to permanently suspend Mr Trump was "indeterminate and standardless", and that the correct response should be "consistent with the rules that are applied to other users of its platform".

Facebook must respond within six months, it said.

At a press conference, co-chair Helle Thorning-Schmidt admitted: "We did not have an easy answer."

She added that she felt Facebook would "appreciate the decision".

"We are telling Facebook to go back and be more transparent about how it assesses these things. Treat all users the same and don't give arbitrary penalties."

In response, Facebook said it would "consider the board's decision and determine an action that is clear and proportionate".

The board also made a number of recommendations about how Facebook should improve its policies and the social network promised to "carefully review" these.

The Board was due to announce its decision last month but delayed the ruling in order to review more than 9,000 public responses to cases, it said.

In the meantime, Mr Trump, who is also banned from Twitter, launched a new website on Tuesday to update supporters with his thoughts.

What did the Board say?

The ruling means that Mr Trump's suspension remains in place for now.

The Oversight Board decided that Mr Trump had broken Facebook's community standards, and upheld the ban.

But it is the "indefinite" part of the ban that it took issue with because that is not within its own rules.

"It is not permissible for Facebook to keep a user off the platform for an undefined period, with no criteria for when or whether the account will be restored," it said in a statement.

Applying that type of ban to Mr Trump was not following any clear procedure, it said.

The Board argued that Facebook had essentially issued "a vague, standardless penalty and then [referred] this case to the Board to resolve".

It said doing so meant "Facebook seeks to avoid its responsibilities" - and sent the decision back to Facebook.

Co-chair Michael McConnell justified the timeframe saying that it was a decision "not to be rushed" and admitted that the firm may decide to throw it back to the Oversight Board yet again.

Analysis box by Rory Cellan-Jones, technology correspondent:

Setting up a "Supreme Court" to rule on tricky issues seemed like a smart move by Mark Zuckerberg. Whatever the Oversight Board decided, Facebook's boss could say "not my fault, blame the judges".

But that's unlikely to wash here. There can be no more divisive issue than President Trump's presence on a platform credited or blamed by many for his electoral success in 2016 and probably crucial if he decides to run again in 2024.

Now, the Oversight Board has thrown the hot potato right back into Mr Zuckerberg's lap.

He and his team have been told to go away and have a long hard think about how they handle tricky cases like this one. They will have to decide the meaning of the term "newsworthy" and conduct a proper inquest into the platform's role in the events of 6 January.

And at the end of it all, Facebook will still have to decide what to do about Donald Trump.

Mark Zuckerberg could be forgiven for wondering whether setting up this body was such a good idea after all - and why he is paying the generous salaries of the board's members.

What is the Oversight Board?

Often referred to as "Facebook's Supreme Court", it was set up to rule on difficult or controversial moderation decisions made by Facebook.

It was established by Facebook boss Mark Zuckerberg but operates as an independent entity, although its wages and other costs are covered by Facebook. It is made up of journalists, human rights activists, lawyers and academics.

The committee has already ruled on nine cases including a comment that seemed derogatory to Muslims. The post from a user in Myanmar, removed for breaking hate-speech rules, was found by the board not to be Islamophobic when taken in context.

What happened to Trump's account?

Following the Capitol Hill riots on 6 January, Facebook announced it was banning Mr Trump for breaking its "glorification of violence" rules.

Hundreds of his supporters entered the complex as the US Congress attempted to certify Joe Biden's victory in last year's presidential election.

Mr Trump was acquitted of a charge of inciting insurrection at the US Capitol in his second impeachment trial in February, after being accused of encouraging the violence in which five people lost their lives.

The social network had originally imposed a 24-hour ban after the attack which was then extended "indefinitely".

Mr Zuckerberg announced that the risks of allowing Mr Trump to post were "simply too great".

The former president has also been banned from Twitter and YouTube.

Trump 'egged on' Capitol rioters:

Donald Trump encouraged the Capitol rioters and so earned his Facebook ban, but the social media giant's rules are in "shambles" and need fixing, the co-chair of the network's oversight panel said Sunday.

The panel agreed just days ago that Facebook was right to oust the ex-president for his comments regarding the deadly January 6 rampage, though it sidestepped an overall decision on whether he will ever be allowed back.

"He issued these statements which were just egging on -- with perfunctory asking for peace -- but mostly he was just egging them on to continue," oversight body co-chair Michael McConnell told Fox News Sunday.

Trump was suspended from Facebook and Instagram after posting a video during the attack by his fired-up supporters challenging his election loss, in which he told them: "We love you, you're very special."

"He (Trump) bears responsibility for his own situation. He put himself in this bed and he can sleep in it," McConnell added.

However, the panel gave the company six months to justify why his ban should be permanent -- leaving a grenade in Facebook founder Mark Zuckerberg's lap on the issue of free speech, and spotlighting weaknesses in the platform's plan for self-regulation.

"We gave them (Facebook) a certain amount of time to get... their house in order," McConnell said. "They needed some time because their rules are shambles... They are unclear, they are internally inconsistent."

McConnell, a constitutional law professor at Stanford, noted that the social media giant was not violating Trump's free speech rights.

'Facebook is not a government'
"The simple willing answer is private companies are not bound by the First Amendment," he said referring the US constitution. "He's a customer. Facebook is not a government, and he is not a citizen of Facebook."


In its ruling, the oversight board -- envisioned by Zuckerberg as the equivalent of a "supreme court" for thorny content decisions -- made additional recommendations on dealing with potentially harmful content from world leaders.

The panel "called on Facebook to address widespread confusion about how decisions relating to influential users are made" and said "considerations of newsworthiness should not take priority when urgent action is needed to prevent significant harm."

Twitter has permanently suspended Trump after the Capitol riot, saying there was a risk he would further incite violence, due to his multiple tweets disputing Joe Biden's presidential election victory.


Twitter on Thursday confirmed that it had pulled the plug on several Trump-linked accounts trying to skirt the ban.

Social media had been key to Trump's political success, letting him fire off comments without having to explain or back claims.

At a recent hearing on Capitol Hill, US lawmakers unleashed criticism at the leaders of the top social networks, and promised new regulations.


Zuckerberg, Twitter's Jack Dorsey, and Google's Sundar Pichai faced questions from lawmakers who blamed their platforms for political extremism, drug abuse, teen suicides and more.

Zuckerberg reiterated his belief that private companies should not be the judges of truth when it comes to what people say.
