A film that debuted in over 270 theaters across the United States over the weekend uses a flawed analysis of cellphone location data and ballot drop box surveillance footage to cast doubt on the results of the 2020 presidential election nearly 18 months after it ended.
Praised by former President Donald Trump as exposing “great election fraud,” the movie, called “2000 Mules,” paints an ominous picture suggesting Democrat-aligned ballot “mules” were supposedly paid to illegally collect and drop off ballots in Arizona, Georgia, Michigan, Pennsylvania and Wisconsin.
_______But that’s based on faulty assumptions, anonymous accounts and improper analysis of cellphone location data, which is not precise enough to confirm that somebody deposited a ballot into a drop box, according to experts.
The movie was produced by conservative filmmaker Dinesh D’Souza and uses research from the Texas-based nonprofit True the Vote, which has spent months lobbying states to use its findings to change voting laws. Neither responded to a request for comment.
Here’s a closer look at the facts.
CLAIM: At least 2,000 “mules” were paid to illegally collect ballots and deliver them to drop boxes in key swing states ahead of the 2020 presidential election.
THE FACTS: True the Vote didn’t prove this. The finding is based on false assumptions about the precision of cellphone tracking data and the reasons that someone might drop off multiple ballots, according to experts.
“Ballot harvesting” is a pejorative term for dropping off completed ballots for people besides yourself. The practice is legal in several states but largely illegal in the states True the Vote focused on, with some exceptions for family, household members and people with disabilities.
True the Vote has said it found some 2,000 ballot harvesters by purchasing $2 million worth of anonymized cellphone geolocation data — the “pings” that track a person’s location based on app activity — in various swing counties across five states. Then, by drawing a virtual boundary around a county’s ballot drop boxes and various unnamed nonprofits, it identified cellphones that repeatedly went near both ahead of the 2020 election.
If a cellphone went near a drop box more than 10 times and a nonprofit more than five times from Oct. 1 to Election Day, True the Vote assumed its owner was a “mule” — its name for someone engaged in an illegal ballot collection scheme in cahoots with a nonprofit.
The group’s claims of a paid ballot harvesting scheme are supported in the film only by one unidentified whistleblower said to be from San Luis, Arizona, who said she saw people picking up what she “assumed” to be payments for ballot collection. The film contains no evidence of such payments in other states in 2020.
_________Plus, experts say cellphone location data, even at its most advanced, can only reliably track a smartphone within a few meters — not close enough to know whether someone actually dropped off a ballot or just walked or drove nearby.
“You could use cellular evidence to say this person was in that area, but to say they were at the ballot box, you’re stretching it a lot,” said Aaron Striegel, a professor of computer science and engineering at the University of Notre Dame. “There’s always a pretty healthy amount of uncertainty that comes with this.”
What’s more, ballot drop boxes are often intentionally placed in busy areas, such as college campuses, libraries, government buildings and apartment complexes — increasing the likelihood that innocent citizens got caught in the group’s dragnet, Striegel said.
________Similarly, there are plenty of legitimate reasons why someone might be visiting both a nonprofit’s office and one of those busy areas. Delivery drivers, postal workers, cab drivers, poll workers and elected officials all have legitimate reasons to cross paths with numerous drop boxes or nonprofits in a given day.
True the Vote has said it filtered out people whose “pattern of life” before the election season included frequenting nonprofit and drop box locations. ______But that strategy wouldn’t filter out election workers who spend more time at drop boxes during the election season, cab drivers whose daily paths don’t follow a pattern, or people whose routines recently changed.
In some states, in an attempt to bolster its claims, True the Vote also highlighted drop box surveillance footage that showed voters depositing multiple ballots into the boxes. However, there was no way to tell whether those voters were the same people as the ones whose cellphones were anonymously tracked.
A video of a voter dropping off a stack of ballots at a drop box is not itself proof of any wrongdoing, since most states have legal exceptions that let people drop off ballots on behalf of family members and household members.
_________For example, Larry Campbell, a voter in Michigan who was not featured in the film, told The Associated Press he legally dropped off six ballots in a local drop box in 2020 — one for himself, his wife, and his four adult children. And in Georgia, Secretary of State Brad Raffensperger’s office investigated one of the surveillance videos circulated by True the Vote and said it found the man was dropping off ballots for himself and his family.

Georgia Ballot Harvester Turns State’s Evidence … Blows 2020 Election Wide Open By Staff Writer on May 11, 2022
Back in September, John Fredericks appeared on The War Room with Steve Bannon and he told Bannon that there were hundreds of illegal ballot harvesters that were used in the 2020 election.
Ballot harvesting is illegal in Georgia and True The Vote has a video of hundreds of harvesters dumping backpacks full of votes into the boxes paid for by Mark Zuckerberg. Georgia isn’t alone. True The Vote claims they have evidence the same thing was done in other swing states.
True The Vote has now turned over the name of the ballot harvester who is talking and he says that he was paid thousands of dollars to harvest votes in the Atlanta area. They have also given the corrupt Brad Raffensperger a copy of the videos of ballots being dumped by the knapsack full.
In all, they have videos of 240 people who made trips to several boxes to dump votes. We don’t know exactly what evidence the whistleblower has turned over to Raffensperger, but he will not be able to cover it up like he has done so much of in the past because True The Vote has it all.
Just the News reported on this latest development.
Raffensperger’s office received a detailed complaint from conservative voter integrity group True the Vote on Nov. 30 saying it had assembled evidence that scores of activists worked with nonprofit groups to collect and deliver thousands of absentee ballots, often during wee-hour operations, to temporary voting drop boxes distributed around the state during the pandemic.
The group informed the secretary its evidence included video footage from surveillance cameras placed by counties outside the drop boxes as well as geolocation data for the cell phones of more than 200 activists seen on the tapes purportedly showing the dates and times of ballot drop-offs, according to documents reviewed by Just the News.
The group also said it interviewed a Georgia man who admitted he was paid thousands of dollars to harvest ballots in the Atlanta metropolitan area during the November election and the lead-up to Jan. 5, 2021 runoff for Georgia’s two U.S. Senate seats, which were both captured by Democrats and ended GOP control of Congress. The group has yet to identify the cooperating witness to state authorities, referring to him in the complaint simply as John Doe.
The group does not allege the ballots delivered by couriers were fraudulent. Nonetheless, lawful ballots delivered by third-parties to drop boxes would run afoul of Georgia’s law.
The witness said that the ballot harvesting was done during the November 3rd election and during the runoffs as well. This could affect the Senate elections as well.

The sheriff's office of an Arizona county highlighted in Dinesh D'Souza's "2000 Mules" documentary on alleged ballot harvesting and trafficking in the 2020 presidential election announced Wednesday it has teamed up with the county recorder to investigate 2020 election fraud.
The Yuma County Sheriff's Office announced Wednesday that as of March, it has 16 open voter fraud cases.
The Sheriff's Office and the Recorder's Office "are working together to actively examine cases of voting fraud from the 2020 General Election and now a recent pattern of fraudulent voter registration forms leading up to the 2022 Primary Election," according to the YCSO.
"Some examples of voter fraud Yuma County is currently seeing," the sheriff reports, "are the following:
Impersonation fraud: Voting in the name of other legitimate voters and voters who have died or moved away.
False registrations: Falsifying voter registrations by either using a real or fake name, birth date, or address. This is being done by outreach groups who are paid for each registration form they submit, therefore, are out soliciting voters into unnecessarily re-registering or falsifying forms with Yuma County [residents'] identities.
Duplicate voting: Submitting multiple votes or registering in multiple locations and voting in the same election in more than one jurisdiction or state.
Fraudulent use of absentee ballots: Requesting absentee ballots and voting without the knowledge of the actual voter; or obtaining the absentee ballot from a voter and either filling it in directly and forging the voter's signature or illegally telling the voter who to vote for."
Released last week, "2000 Mules" relies on geotracking data and video surveillance footage obtained by election integrity watchdog True the Vote purporting to show hundreds of "mules" stuffing drop boxes with absentee ballots during odd hours in battleground states.
True the Vote founder Catherine Engelbrecht said in a statement Thursday: "We are extremely encouraged that the Yuma County Sheriff's Office and Recorder's Office are now working together to investigate individuals involved in the subversion of elections. We've spent concentrated time in Yuma County and have provided significant information to both state and federal authorities. What has been happening in Yuma County is happening across the country. The targeting of vulnerable communities and voter abuse must be stopped."
In an interview on the John Solomon Reports podcast episode to be aired Friday, D'Souza, the film's director, revealed that an alleged Yuma County mule interviewed by True the Vote in his documentary is cooperating with authorities.
"It's so great that in that exact venue, the sheriff has now announced a new investigation," D'Souza said. "It seems to be a direct response to the work both of True the Vote and the movie.
"So this idea that the movie is making all these outlandish claims, law enforcement doesn't even have to look at it — complete nonsense. And this, I hope, is only the first step."
Multiple media outlets, including The Associated Press and Politifact, have fact-checked the film, challenging the accuracy and interpretation of the evidence presented by the filmmaker.
Despite the film being released on alternative platforms such as Rumble and Locals and receiving negative mainstream media coverage, D'Souza said that in about five days a million people have seen "2000 Mules" and it has made over $10 million, "which, for a political documentary, is like downright insane."
Arizona Attorney General Mark Brnovich has already indicted a half dozen people on illegal ballot harvesting charges. In December 2020, Brnovich's office announced the indictments of two ballot harvesters from Yuma County.

His statement comes days after the documentary’s director Dinesh D’Souza accused Fox News of “blocking” him from discussing it on air.
“Several Fox hosts want to have me on to discuss the movie but the network is blocking them. Incredibly a ‘news network’ is blocking coverage of the biggest news story in the country!” D’Souza tweeted on Friday.
Earlier in the week, he took aim at Newsmax, as well as Tucker Carlson and Fox News, for instructing “2000 Mules” filmmaker and “True The Vote” founder Catherine Engelbrecht to not discuss the film, which theorizes that thousands of Democrat-paid “mules” swayed the results of the 2020 presidential election. The film has been widely debunked by fact-checkers, with the AP calling it a “flawed analysis” of events.

Newsmax countered by saying that it had aired the “2000 Mules” trailer “dozens of times” and had featured it on their podcast.

The allegations of large numbers of people illegally depositing ballots in drop boxes set up during the 2020 presidential election has been reignited in the national spotlight with the recent release of “2000 Mules,” - which attempts to use video surveillance footage and cell phone tracking data to prove rampant voter fraud contributed to the election loss of then-President Donald Trump to Democrat Joe Biden.
The information used by conservative filmmaker Dinesh D’Souza in the movie came from far right-wing organization True the Vote. On Tuesday, the State Election Board also voted to allow the state Attorney General’s Office to intervene if True the Vote doesn’t comply with subpoena requests to turn over records the group claims show a coordinated effort to rig the election.
Republican Election Board Member Matt Mashburn said that the despite the film’s inaccuracies about Georgia’s absentee voting process, the board is charged with investigating complaints like the cases on Tuesday’s agenda.
“We’ll call the balls and strikes fairly as we receive them and let the chips fall where they may, but it’s not going to be a witch hunt,” he said. “It’s going to be done soberly, and with great care by people who know what they do.”
The investigators said he was able to identify the voters using footage from cameras monitoring the boxes. Local election records verified that the ballots arrived at the county elections offices at the same time and that each went through a standard process before getting counted.
Under Georgia law, a person can mail in or drop off absentee ballots for family members, people they live with and if they are a caregiver.
And while a person can face criminal charges for illegally casting ballots, those would still be counted if they’re cast by registered voters.
One of the cases dismissed Tuesday stemmed from footage of a voter shown in the movie and on TV shows, such as Tucker Carlson Tonight on Fox News, whose personal information has been posted online and who has become a target of harassment.
Sara Tindall Ghazal, a Democratic election board member, said that the movie’s claims of widespread voting fraud have been discredited. She pointed out that Georgia Bureau of Investigations Director Vic Reynolds said that True the Vote’s cell phone data alone is not enough evidence to validate the harvesting claims.
The results of President Joe Biden’s 2020 win were confirmed through three counts, including one by hand, in what Raffensperger called the most secure election in the state’s history.
Both the GBI and FBI denounced widespread rumors of illegal ballot counting, harvesting of votes, and rigging of voting machines. Former President Donald Trump’s own attorney general said he found no evidence of widespread fraud.
Among the residents making public comments Tuesday, included members of VoterGa, whose founder is one of the plaintiffs in a lawsuit seeking to prove fraudulent votes by inspecting Fulton County’s original 147,000 absentee ballots from the 2020 election.
The meeting became testy at times as businessman David Cross, who has helped analyze Fulton ballot records for the plaintiffs, complained that he wasn’t notified by the secretary of state’s office or election board that complaints he filed would be on Tuesday’s agenda.
“The lack of communication here is astonishing and it’s embarrassing,” Cross said. “We, the citizens, have been asked to believe that this was the most secure and I won’t even finish the sentence. Why? Because there are so many errors, incomplete and missing documents. And even the staunchest advocates wonder if the results were the results at all?”
True the Vote has resisted a State Election Board subpoena for the evidence the Texas-based group says it has to prove its claims of misconduct in the 2020 election. Secretary of state attorney Ryan Germany said attorneys from both sides are working toward resolution, and a confidentiality agreement to protect a whistleblower to mitigate personal safety concerns raised by the organization.
Republican Board Member Edward Lindsey said it’s important that the state conduct its own investigation to determine if there are any merits to serious allegations.
“I believe it is incumbent upon us and the attorney general to pursue those allegations,” he said.

True the Vote has resisted a State Election Board subpoena for the evidence the Texas-based group says it has to prove its claims of misconduct in the 2020 election. Secretary of state attorney Ryan Germany said attorneys from both sides are working toward resolution, and a confidentiality agreement to protect a whistleblower to mitigate personal safety concerns raised by the organization.
Republican Board Member Edward Lindsey said it’s important that the state conduct its own investigation to determine if there are any merits to serious allegations.
“I believe it is incumbent upon us and the attorney general to pursue those allegations,” he said.
