A New Jersey election has been invalidated by a judge, and a new election has been ordered to be held, due to rampant mail-in voter fraud.
On Wednesday, State Superior Court Judge Ernest Caposela ruled that the election for a Paterson City Council seat had been irreversibly tainted. A new election has been ordered to take place in November.
The mayor of Paterson praised the ruling. “It was the right ruling,” Mayor Andre Sayegh told CNN. “That past election was fraught with fraud.”
Four people were charged with criminal conduct in connection to the fraudulent election, including a Paterson councilman and the councilman-elect.
Michael Jackson, 48, of Paterson—1st Ward Councilman and Council Vice President, was charged with Fraud in Casting Mail-In Vote (3rd Degree), Unauthorized Possession of Ballots (3rd Degree), Tampering with Public Records (3rd Degree), and Falsifying or Tampering with Records (4th Degree).
Alex Mendez, 45, of Paterson—3rd Ward Councilman-Elect, was charged with Election Fraud (2nd Degree), Fraud in Casting Mail-In Vote (3rd Degree), Unauthorized Possession of Ballots (3rd Degree), False Registration or Transfer (Third-Degree), Tampering with Public Records (3rd Degree), and Falsifying or Tampering with Records (4th Degree).
Shelim Khalique, 51, of Wayne, N.J., was charged with Fraud in Casting Mail-In Vote (3rd Degree), Unauthorized Possession of Ballots (3rd Degree), Tampering with Public Records (3rd Degree), and Falsifying or Tampering with Records (4th Degree).
Abu Razyen, 21, of Prospect Park, N.J., was charged with Fraud in Casting Mail-In Vote (3rd Degree) and Unauthorized Possession of Ballots (3rd Degree).
President Trump and the Republican Party have repeatedly warned about the dangers of universal mail-in voting, and this ruling gives them more evidence that on a national level, mail-in voting for the presidential election would be a disaster. U.S. Attorney General Bill Barr also sounded the alarm about mail-in voting.
“It absolutely opens the floodgates to fraud. Those things are delivered into mailboxes. They can be taken out,” Barr told Fox News host Maria Bartiromo back in June. “There’s questions about whether or not it even denies a secret ballot, because a lot of the states have you signing the outside of the envelope. So, the person who opens the envelope will know how people voted.”
“There’s no – right now, a foreign country could print up tens of thousands of counterfeit ballots, and [it would] be very hard for us to detect which was the right and which was the wrong ballot,” Barr continued. “So, I think it can upset and undercut the confidence in the integrity of our elections. If anything, we should tighten them up right now.”
If you watched the Democratic National Convention, over the course of four days you heard Democrats go all-in on the conspiracy theory that President Trump is trying to undermine the 2020 election by dismantling the postal service, as well as repeat the lie that mail-in voting is no different than absentee voting.

A top Democratic operative says voter fraud, especially with mail-in ballots, is no myth. And he knows this because he’s been doing it, on a grand scale, for decades.
Mail-in ballots have become the latest flashpoint in the 2020 elections. While President Trump and the GOP warn of widespread manipulation of the absentee vote that will swell with COVID polling restrictions, many Democrats and their media allies have dismissed such concerns as unfounded.
But the political insider, who spoke on condition of anonymity because he fears prosecution, said fraud is more the rule than the exception. His dirty work has taken him through the weeds of municipal and federal elections in Paterson, Atlantic City, Camden, Newark, Hoboken and Hudson County and his fingerprints can be found in local legislative, mayoral and congressional races across the Garden State. Some of the biggest names and highest office holders in New Jersey have benefited from his tricks, according to campaign records The Post reviewed.
“An election that is swayed by 500 votes, 1,000 votes — it can make a difference,” the tipster said. “It could be enough to flip states.”
The whisteblower — whose identity, rap sheet and long history working as a consultant to various campaigns were confirmed by The Post — says he not only changed ballots himself over the years, but led teams of fraudsters and mentored at least 20 operatives in New Jersey, New York and Pennsylvania — a critical 2020 swing state.
“There is no race in New Jersey — from City Council to United States Senate — that we haven’t worked on,” the tipster said. “I worked on a fire commissioner’s race in Burlington County. The smaller the race the easier it is to do.”
A Bernie Sanders die-hard with no horse in the presidential race, he said he felt compelled to come forward in the hope that states would act now to fix the glaring security problems present in mail-in ballots.
“This is a real thing,” he said. “And there is going to be a f–king war coming November 3rd over this stuff … If they knew how the sausage was made, they could fix it.”
Mail-in voting can be complicated — tough enough that 84,000 New Yorkers had their mailed votes thrown out in the June 23 Democratic presidential primary for incorrectly filling them out.
But for political pros, they’re a piece of cake. In New Jersey, for example, it begins with a blank mail-in ballot delivered to a registered voter in a large envelope. Inside the packet is a return envelope, a “certificate of mail in voter” which the voter must sign, and the ballot itself.
That’s when the election-rigger springs into action.
Phony Ballots
The ballot has no specific security features — like a stamp or a watermark — so the insider said he would just make his own ballots.
“I just put [the ballot] through the copy machine and it comes out the same way,” the insider said.
But the return envelopes are “more secure than the ballot. You could never recreate the envelope,” he said. So they had to be collected from real voters.
He would have his operatives fan out, going house-to-house, convincing voters to let them mail completed ballots on their behalf as a public service. The fraudster and his minions would then take the sealed envelopes home and hold them over boiling water.
“You have to steam it to loosen the glue,” said the insider.
He then would remove the real ballot, place the counterfeit ballot inside the signed certificate, and reseal the envelope.
“Five minutes per ballot tops,” said the insider.
The insider said he took care not to stuff the fake ballots into just a few public mailboxes, but sprinkle them around town. That way he avoided the attention that foiled a sloppy voter-fraud operation in a Paterson, NJ city council race this year, where 900 ballots were found in just three mailboxes.
“If they had spread them in all different mailboxes, nothing would have happened,” the insider said.
Inside Jobs
The tipster said sometimes postal employees are in on the scam.
“You have a postman who is a rabid anti-Trump guy and he’s working in Bedminster or some Republican stronghold … He can take those [filled-out] ballots, and knowing 95% are going to a Republican, he can just throw those in the garbage.”
In some cases, mail carriers were members of his “work crew,” and would sift ballots from the mail and hand them over to the operative.
In 2017 more than 500 mail-in ballots in New York City never arrived to the Board of Elections for races that November — leaving hundreds disenfranchised. They eventually were discovered in April 2018. “For some undetermined reason, some baskets of mail that were bound to the New York City Board of Elections were put off to the side at the Brooklyn processing facility,” city elections boss Michael Ryan said at the time of discovery.
Nursing Homes
Hitting up assisted-living facilities and “helping” the elderly fill out their absentee ballots was a gold mine of votes, the insider said.
“There are nursing homes where the nurse is actually a paid operative. And they go room by room by room to these old people who still want to feel like they’re relevant,” said the whistleblower. “[They] literally fill it out for them.”
The insider pointed to former Jersey City Mayor Gerald McCann, who was sued in 2007 after a razor-thin victory for a local school board seat for allegedly tricking “incompetent … and ill” residents of nursing homes into casting ballots for him. McCann denied it, though did admit to assisting some nursing home residents with absentee ballot applications.
Voter Impersonation
When all else failed, the insider would send operatives to vote live in polling stations, particularly in states like New Jersey and New York which do not require voter ID. Pennsylvania, also for the most part, does not.
The best targets were registered voters who routinely skip presidential or municipal elections — information which is publicly available.
“You fill out these index cards with that person’s name and district and you go around the city and say, ‘You’re going to be him, you’re going to be him,” the insider said of how he dispatched his teams of dirty-tricksters.
At the polling place, the fake voter would sign in, “get on line and … vote,” the insider said. The imposters would simply recreate the signature that already appears in the voter roll as best they could. In the rare instance that a real voter had already signed in and cast a ballot, the impersonator would just chalk it up to an innocent mistake and bolt.
Bribing voters
The tipster said New Jersey homeless shelters offered a nearly inexhaustible pool of reliable — buyable — voters.
“They get to register where they live in and they go to the polls and vote,” he said, laughing at the roughly $174 per vote Mike Bloomberg spent to win his third mayoral term. He said he could have delivered the same result at a 70-percent discount — like when Frank “Pupie” Raia, a real estate developer and Hoboken nabob, was convicted last year on federal charges for paying low-income residents 50 bucks a pop to vote how he wanted during a 2013 municipal election.
Organizationally, the tipster said his voter-fraud schemes in the Garden State and elsewhere resembled Mafia organizations, with a boss (usually the campaign manager) handing off the day-to-day managing of the mob soldiers to the underboss (him). The actual candidate was usually kept in the dark deliberately so they could maintain “plausible deniability.”
With mail-in ballots, partisans from both parties hash out and count ballots at the local board of elections — debating which ballots make the cut and which need to be thrown out because of irregularities.
The insider said any ballots offered up by him or his operation would come with a bent corner along the voter certificate — which contains the voter signature — so Democratic Board of Election counters would know the fix was in and not to object.
“It doesn’t stay bent, but you can tell it’s been bent,” the tipster said. “Until the [certificate] is approved, the ballot doesn’t matter. They don’t get to see the ballot unless they approve the [certificate.]”
“I invented bending corners,” the insider boasted, saying once the fixed ballots were mixed in with the normal ones, the bed was made. “Once a ballot is opened, it’s an anonymous ballot.”
While federal law warns of prison sentences of up to five years, busted voter frauds have seen far less punishment. While in 2018 a Texas woman was sentenced to five years, an Arizona man busted for voting twice in the mail was given just three years probation. A study by the conservative Heritage Foundation found more than 1,000 instances of documented voter fraud in the United States, almost off of which occurred over the last 20 years.
“There is nothing new about these techniques,” said Hans von Spakovsky, a senior legal fellow at Heritage who manages their election law reform initiative. “Everything he’s talking about is perfectly possible.“
The city Board of Elections declined to answer Post questions on ballot security.

Colorado’s secretary of state took to Twitter late Friday to sound the alarm after she said the United States Postal Service sent out a postcard to voters nationwide containing inaccurate information that could undermine the election and “suppress votes.”
The postcard, sent to all American households, is “confusing” voters in several states by telling them they must request a ballot, even though many states automatically send a ballot to every registered voter, Jena Griswold tweeted.
The postcard also includes a recommendation to voters to “mail your ballot at least 7 days before Election Day,” while some states, like Colorado, tell voters to send them earlier.

Officials in New Jersey's Sussex County found more than 1,600 ballots from the July primary in a “mislabeled” bin last Thursday.
Board of Elections Administrator Marge McCabe said the ballots were found in a “secure area” at the county elections board office, and were quickly counted and certified by the county clerk’s office. Officials also notified the state Attorney General’s Office of the error.
The ballots did not change the results in any of the races, McCabe said in a statement Monday, according to the NJ Herald. The county election board relocated to Sussex County Community College to count votes while social distancing.
The majority of residents in Sussex County voted by mail in the July 7 primary due to the coronavirus pandemic.
The closest race in the July primary came in the Republican primary for the Hampton Township Committee, where Ed Ramm Jr. failed to beat incumbent David Hansen by 21 votes, according to the July results. The recount after the missing ballots were found showed Hansen winning by 20 votes.
New Jersey Gov. Phil Murphy, a Democrat, issued an order making New Jersey a universal mail-in election state, meaning that all active voters will be sent mail-in ballots without needing to request them. This was done unilaterally by the governor, and led to the Trump campaign and the Republican National Committee filing suit against Murphy's order.
The lawsuit recounts instances of voter fraud in New Jersey, including an ill-fated election in Paterson, N.J., this year, and alleges that amid the pandemic Democrats have engaged in a "hurried transition to universal vote-by-mail, eliminate voter-identification requirements, and remove other existing safeguards."
Democrats have pushed back against the Trump campaign and the RNC's claims that mail voting is vulnerable to fraud – citing a litany of studies that show mail-voting fraud is rare in the United States. Some states have successfully run elections with universal mail-in voting in the past. And the number of voters electing to vote absentee has increased significantly, largely without incident, in recent elections.
Emphasizing the danger of the pandemic, Democrats have said mail-in voting is a safe and secure alternative to sending millions of voters to the polls on Nov. 3.

Major news is coming in over the “case” of the nine “discarded” ballots from Luzerne County, Pennsylvania that President Donald Trump revealed to Fox News Radio on Thursday.
The 9 discarded ballots were tossed because Republicans won their lawsuit requiring them to not be counted.

** The contract worker has been told to not return.

** The county immediately reported what happened to federal officials, who appear to have immediately politicized the issue.
“Because these ballots were returned in envelopes similar to absentee ballot requests, elections officials opened them.” “If the ballots weren’t then enclosed in another envelope which shielded the actual vote being cast, they may have been considered ‘naked ballots,’ a term used to describe mail ballots returned without the voter’s intent being protected.
** The Trump campaign and the Pennsylvania GOP in a lawsuit argued that “naked ballots” should not be counted. They won that lawsuit. These nine ballots appear to be “naked ballots,” and that appears to be the reason they were thrown out.

Joe Biden’s Texas Political Director Dallas Jones Accused of Illegal Ballot Harvesting Steven Ahle | PJMedia
According to a lawsuit filed with the Texas Supreme Court Monday. Biden’s Texas political director has been caught in an illegal vote harvesting operation. Several other Democrats have been implicated as well. According to two investigators, one a former FBI agent and one a former cop, have sworn to evidence gathered. But they also say they have video and documents that back them up.
The political director, Dallas Jones is said to have been directing the scheme. It involved the following:
According to the testimony, ballot harvesters collect absentee ballots from “the elderly in nursing homes, from the homeless, and from unsuspecting residences’ mailboxes.” They then complete the ballots and forge the signature of the voter.
Witnesses also told the investigator that two employees in the Harris County Clerk’s office are facilitating the operation and working to mix the forged ballots in with legally submitted ballots.
The affidavit also alleges that previous county Clerk Diane Trautman, who abruptly resigned in May, was aware of the illegal activities and investigation and told Ellis she was concerned about being arrested for election fraud.
According to the lawsuit, two investigators accuse Dallas Jones and several prominent Democrat officeholders of organizing a ballot harvesting scheme. The lawsuit was filed by conservative activist Dr. Steven Hotze and others. Ballot harvesting is illegal in the vast majority of the United States, including Texas. But Texas has seen three cases of it since 2018.
Other prominent Democratic officeholders implicated in the scheme are state Sen. Borris Miles (D-SD13) and Harris County Commissioner Rodney Ellis (D-Precinct 1). Other Democratic operatives have also been named. So much for the Democrats’ lies about no voter fraud.
Former Houston police captain Mark A. Aguirre, whose sworn statement is here, and former FBI investigator Charles F. Marler, whose sworn statement is here, are the accusers.
There hasn’t been a voter harvesting scheme revealed in Texas since last week. Ken Paxton announced charges against four Democrats in that case. Paxton is sure to pursue this case as well. He is a tiger when nit comes to voter fraud. He puts people away for a long time. Texas is ripe for voter fraud because Democrats believe they are close to turning the state blue.
The accusation comes quick on the heels of a major election fraud investigation in Gregg County, in northeast Texas. Texas Attorney General Ken Paxton announced the investigation late last week.
In that case, four Democrats face over 100 felony charges of election fraud connected to the 2018 Democratic primary in the county. The accused in that case include Gregg County Precinct 4 Commissioner Shannon Brown and three others, all Democrats. Brown faces 23 felony charges according to the Longview News-Journal. His alleged co-conspirators are Charles Burns, facing 8 felonies, DeWayne Ward, facing 6 felonies, and Marlena Jackson, facing 97 felonies. Brown and the other three were arrested in the case last week.
Ballot harvesting is illegal and has long been an issue in Texas, to the point that prior to the COVID pandemic even some Democrats called for an end to mail-in voting in Texas.

COLUMBUS, Ohio (AP) — Nearly 50,000 voters received incorrect absentee ballots in the county that is home to Ohio’s capital and largest city, elections officials said Friday as they promised corrected ballots would be mailed within 72 hours.
With about 240,000 ballots mailed, that meant one in five voters received a wrong ballot. The error happened Saturday afternoon when someone changed a setting on a machine that places absentee ballots into mailing envelopes, Franklin County elections officials said Thursday.
Some ballots had an incorrect congressional race, while others had the correct information but were sent to voters in a different precinct. The Franklin County Elections Board said 49,669 voters received incorrect ballots out of 237,498 that were mailed.
That represents 6% of Franklin County’s approximately 880,000 registered voters, and 0.6% of the 8 million voters registered statewide in the presidential battleground.
The process to print, stuff the replacement ballots in envelopes and mail them was underway Friday, the Franklin County Elections Board announced.
The board also said it will mail postcards to all affected voters detailing the situation and highlighting voters' options moving forward. Those options include voting in-person at the board's offices on the city's north side.
The elections board said multiple checks are in place to ensure only one voter can cast a ballot, including rejecting any replacement ballots if someone went ahead and voted in person.
The news of the incorrect ballots brought renewed focus on an election seeing an unprecedented number of absentee ballot requests, spurred by the coronavirus pandemic and concerns about in-person voting.
On Tuesday, Ohio’s elections chief announced that Ohio’s 88 elections boards received a record number of absentee ballot applications. Republican Secretary of State Frank LaRose said 2,154,235 applications had been received — more than double the 1,091,188 absentee ballots applications at the same time four years ago.
President Donald Trump, who has alleged fraud associated with voting by mail with no evidence such fraud exists, quickly cited the Franklin County case on Twitter, calling it a case of a “rigged election.”
No such evidence exists.
“Mr. President, it certainly was a serious mistake, but a serious mistake that we’re working hard to make right,” the board tweeted in response to Trump. “Our board is bipartisan and our elections are fair. And every vote will be counted.”
Just minutes after his tweet alleging fraud in Ohio, the president tweeted in support of Colorado, which has an all-mail balloting system.
