Has Mr Biden publicly announced his presidential bid?

Joe Biden appeared to announce his candidacy for the 2020 US election, before immediately correcting himself.

The former vice-president made the slip while addressing 1,000 Democrats at a dinner in his home state of Delaware.

He said his record was the most progressive "of anyone running for the United-" before correcting himself and saying, "anybody who would run".

The audience stood up and chanted "run Joe run", while Mr Biden crossed himself and said, "I didn't mean it!"

Addressing party brokers and leaders in the city of Dover, Mr Biden, 76, said that it was time to restore the country's "backbone", but that they needed political consensus to move beyond what he called today's "mean", "petty" and "vicious" political landscape.

"I'm told I get criticised by the new left," he said, referring to a group of popular new left-wing Democrats that includes congresswoman Alexandria Ocasio-Cortez. "I have the most progressive record of anybody running for the United- "

He then corrected himself, saying: "Anybody who would run."

As the diners rose to their feet and chanted "run Joe run", he laughed and insisted, "I didn't mean it!"

"Of anybody who would run," he continued. "Because folks, we have to bring this country back together again."

Mr Biden, who was Barack Obama's second-in-command from 2009 to 2017, added that the 2020 election will be the most important vote in a century.

Speculation that Mr Biden would announce his candidacy has reached feverish levels.

If he were to run, he would be entering an increasingly crowded race - with 15 other Democrats having already declared their bids.

Among them are senators Elizabeth Warren, Kamala Harris and Bernie Sanders, who ran against Hillary Clinton in 2016. Former Texas congressman Beto O'Rourke joined the race last week.

Former Vice President Joe Biden reached out to at least a half-dozen supporters Tuesday to tell them he intends to run for president and to ask for their help in lining up contributions from major donors so he can quickly raise several million dollars, said a person familiar with the matter.

Biden has expressed concern to these people that he wouldn’t be able to raise millions of dollars in online donations immediately the way some other Democratic candidates have, including former Texas Rep. Beto O’Rourke and Vermont Sen. Bernie Sanders, this person said. O’Rourke raised $6.1 million in the 24 hours after his announcement, while Sanders collected $5.9 million in the same period.

Biden wants to announce a large fundraising number after his candidacy is official to better compete in what is often dubbed the “money primary” that kicks off a presidential season.

Biden has indicated previously that he is close to entering the race but hasn’t yet reached a final decision, with people around him cautioning that he could change his mind. A spokesman for Biden declined to comment Tuesday.

A former Democratic candidate in Nevada has accused former Vice President Joe Biden of inappropriate conduct during a 2014 campaign event.

Lucy Flores detailed the encounter in a piece she wrote for New York Magazine’s The Cut, which was published on Friday.

She claimed the incident happened at a campaign rally in early November 2014, when she was attempting to become the state’s lieutenant governor. Biden appeared at the event to help round up support for Democrats in Nevada, she wrote.

Flores was in line, waiting to go on stage at the rally when she claimed to have “felt two hands on my shoulders.”

“Why is the vice-president of the United States touching me?” she recalled.

Flores claimed Biden sniffed her hair and “proceeded to plant a big slow kiss on the back of my head.”

The former vice-president has a history of invading women’s personal space.

The alleged incident left her motionless and triggered a variety of emotions, she said.

“The vice-president of the United States of America had just touched me in an intimate way reserved for close friends, family, or romantic partners,” Flores wrote, adding that she “felt powerless to do anything about it.”

“Even if his behavior wasn’t violent or sexual, it was demeaning and disrespectful,” she wrote. “I wasn’t attending the rally as his mentee or even his friend; I was there as the most qualified person for the job.”

Flores said she relayed details of the alleged encounter to some of her team afterward, but she wrote in the article that she had no intention of bringing it up further.

“Is it enough of a transgression if a man touches and kisses you without consent, but doesn’t rise to the level of what most people consider sexual assault?” she wrote. “I did what most women do, and moved on with my life and my work.”

But Flores said she ultimately decided to speak up, considering that a potential White House run from Biden was rumored to be imminent.

In a statement to Fox News, Biden spokesman Bill Russo said the former vice president “was pleased to support” Flores’s 2014 campaign “and to speak on her behalf” at the rally.

“Neither then, nor in the years since, did he or the staff with him at the time have an inkling that Ms. Flores had been at any time uncomfortable, nor do they recall what she describes,” the statement said. “But Vice President Biden believes that Ms. Flores has every right to share her own recollection and reflections, and that it is a change for better in our society that she has the opportunity to do so. He respects Ms. Flores as a strong and independent voice in our politics and wishes her only the best.”

FOX NEWS - Former President Barack Obama is staying silent on allegations surrounding Joe Biden, but he still has his ex-VP’s back, a new report claims.

Obama hasn’t commented publicly on allegations from a number of women that the former vice president touched them inappropriately.

But someone close to Obama said the former president still views Biden as someone who could be an “excellent” commander-in-chief, according to a new report.

“He's spent an infinite amount of time talking about his character, and they remain in touch and good friends,” a source close to the former president said, The Hill reported.

“President Obama thinks the world of him and thinks he'd be an excellent president.”

The source reportedly continued: “President Obama is not going to be weighing in on the primary and the day-to-day stories around it.

“And Joe Biden would be the first to tell you that he'll have to earn the nomination on his own.”

The report comes as Biden prepares to make his first public appearance since a number of women came forward this week accusing him of inappropriate touching.

Biden, who is expected to formally announce his candidacy for president after Easter, is scheduled to speak at the International Brotherhood of Electrical Workers.

The first woman to accuse Biden of inappropriate behavior was Nevada politician Lucy Flores, who said he came up behind her at a 2014 campaign event and kissed her on the back of the head.

Another accuser told the Washington Post that, when she was a White House intern in 2013, Biden put his head against hers and called her a "pretty girl." Another accuser, writer D.J. Hill, said Biden put his hand on her shoulder and dropped it down her back in a way that made her “very uncomfortable” at a 2012 fundraiser.

In a video tweeted Thursday, Biden said, “Social norms are changing. I understand that, and I’ve heard what these women are saying. Politics to me has always been about making connections, but I will be more mindful about respecting personal space in the future. That’s my responsibility and I will meet it.”

Joe Biden is expected to declare his candidacy for president next week, two sources with knowledge of the former vice president’s plans confirmed to Fox News on Friday.

“The plan is to go Wednesday,” said a person close to Biden’s inner circle, who asked for anonymity to speak more freely. “But it could slip to Thursday.”

The source added that “the theme for the announcement is going to be ‘the battle for the soul of America.’”

The announcement, first reported by The Atlantic, would end months of speculation as the 76-year-old Biden mulled making what would be a third White House bid. Despite the recent #MeToo controversy complicating his would-be campaign, the former vice president has remained at the top of most public opinion polls.

The rollout, according to sources, could include a retail event with Biden and his wife Jill either later on the day of the announcement or the following day. That would be followed by a policy speech within a week that lays out the broader themes of the campaign. The rollout would then continue with visits to the early voting primary and caucus states over the course of a month.

Sources confirmed that the Philadelphia Museum of Art – known nationally for the scene of the fictional Rocky Balboa’s training on the museum’s steps in the movie "Rocky" – is under consideration as a site for a speech by Biden during the campaign rollout.

News of the launch came one day after Biden traveled to Boston to address and support striking Stop & Shop supermarket workers. The move appeared to be another signal the former vice president – who’s long been a friend to the labor movement – was gearing up for a White House bid.

It was the latest sign that Biden was planning to push past the controversy that arose when numerous women alleged Biden had made them feel uncomfortable with what was described as inappropriate touching. As more and more women came forward, Biden eventually addressed the controversy, vowing to be "more mindful about respecting personal space."

As Biden prepares for next week’s expected launch, sources tell Fox News that campaign staff is being lined up and Biden political advisers are in the process of hiring political operatives in the early voting primary and caucus states.

Nearly every public opinion poll in the race for the 2020 Democratic presidential nomination suggests that Biden, thanks to his strong name recognition, would start his campaign as the front-runner among a field of nearly 20 contenders.

Former US Vice-President Joe Biden has declared a presidential bid, putting an end to months of speculation.

In a video announcement, Mr Biden argued that the "core values of the nation... our very democracy, everything that has made America America, is at stake".

The 76-year-old, who has already run twice for the presidency, enters a crowded race for the 2020 Democratic nomination.

He is up against 19 other hopefuls.

They include Senators Elizabeth Warren, Kamala Harris and Bernie Sanders.

What else did he say?

Mr Biden, who served as President Barack Obama's deputy for two terms, recalled President Donald Trump's much-criticised remark that there were "very fine people on both sides" of the deadly Charlottesville white nationalist riots of 2017.

"With those words, the president of the United States assigned a moral equivalence between those spreading hate and those with the courage to stand against it," Mr Biden said.

"I believe history will look back on four years of this president and all he embraces as an aberrant moment in time. But if we give Donald Trump eight years in the White House, he will forever and fundamentally alter the character of this nation, who we are, and I cannot stand by and watch that happen."

What reaction has there been?

A spokesman for Mr Obama said selecting Mr Biden as his running mate "was one of the best decisions he ever made" and the two had "forged a special bond", but the former president notably stopped short of an endorsement.

A source familiar with Mr Obama's thinking said the former president believed "a robust primary in 2007 and 2008 not only made him a better general election candidate, but a better president, too".

Mr Biden, asked by reporters in Delaware why Mr Obama had not endorsed him, replied: "I asked President Obama not to endorse and he doesn't want to… whoever wins this nomination should win it on their own merits."

President Trump tweeted: "Welcome to the race Sleepy Joe. I only hope you have the intelligence, long in doubt, to wage a successful primary campaign."

What are Mr Biden's prospects?

He is the most experienced of the Democratic candidates. A six-term senator, he ran twice unsuccessfully for president - in 1988 and 2008.

Mr Biden was tipped to run for president again in 2016, the year Mr Trump was elected, but ruled himself out after the death of his 46-year-old son, Beau Biden, from a brain tumour.

He has enjoyed relative popularity among Democrats in recent years, consistently leading every national poll of the Democratic primary tracked by the website RealClearPolitics.

Mr Biden is also betting on having the strongest appeal of the Democratic candidates across America's Midwest, where many low-income voters have abandoned the party in recent years in favour of Mr Trump.

Joe Biden enters the Democratic presidential contest as a front-runner, if not the front-runner, with huge name recognition and the potential to raise vast amounts of campaign donations.

Of course, so did Hillary Clinton in 2015 - and we all know how that turned out.

Like the former secretary of state, Mr Biden in his launch video seems to be defining himself as much by who he isn't - Donald Trump - as what he wants to do.

It was an oft-criticised strategy for Mrs Clinton in 2016, and also like Mrs Clinton, his lengthy time in the public eye is likely to be picked apart by opponents.

The former vice-president has a lot going for him. He also has a lot going against him. The durability of his campaign is one of the big questions hovering over the Democratic race.

Who is Joe Biden?

Joseph Robinette Biden Jr was born on 20 November 1942 in Scranton, Pennsylvania, one of four children in an Irish-Catholic family.

In 1972, Mr Biden was elected to the US Senate at the age of 29, and took office a few weeks later when he turned 30 - the minimum age to enter the Senate.

Just before he took office, he was devastated by tragedy: his wife Neilia and infant daughter Naomi were killed in a car crash.


Mr Biden first ran for the presidency in the 1988 election, but he withdrew after admitting that he had plagiarised a speech by Neil Kinnock, the leader of the Labour Party in the UK at the time.

After that bid he spent time rising through the Senate ranks, eventually becoming chairman of the judiciary and foreign relations committees.

In 2008 he ran for president again, but failed to gain the political traction he needed and dropped out again. Instead, he joined the Obama ticket.

Some women of color frustrated by Biden’s presidential bid

HOUSTON (AP) — Former Vice President Joe Biden’s decision to enter the Democratic presidential race is causing consternation among some Democrats, particularly women of color, who have been hoping for a nominee who better reflects the nation’s diversity.

At the She the People forum, billed as the first presidential forum focused on women of color, Roxy D. Hall Williamson’s shoulders slumped at the mention of Biden, who made his campaign announcement on Thursday.

“I know that we have been cultured to feel that only the white man can save us,” the LaMarque, Texas, organizer said Wednesday. “I just don’t feel like Biden is our answer.”

Biden’s candidacy is likely to reshape the Democratic race, which has put the party’s diversity on display. The group of eight 2020 hopefuls who spoke at the forum was comprised of one black man, one black woman, three other women, a Latino man and two white men, all making the case for why they should be the nominee.

Black female voters will play a critical role in the Democratic Party’s attempt to defeat President Donald Trump in 2020. An inability to earn their support in past cycles has spelled political peril for Democratic candidates. For his part, Biden has maintained strong ties to the African American community over the decades.

The raucous, standing-room crowd in the 1,800-person capacity auditorium at the historically black Texas Southern University listened intently as the candidates were questioned about maternal mortality, immigration, tribal sovereignty, income inequality and other issues. Attending were Sen. Cory Booker, former Obama Cabinet member Julian Castro, Rep. Tulsi Gabbard, Sen. Kamala Harris, Sen. Amy Klobuchar, former Rep. Beto O’Rourke, Sen. Bernie Sanders and Sen. Elizabeth Warren.

LaTosha Brown, the co-founder of Black Voters Matter, said she was initially eager for Biden to enter the race but now sees “strong alternatives” to him.

“I’m over white men running the country,” Brown said. “I don’t know if him getting in changes the field. He has name recognition, but his strength is also his weakness. Who is his announcing going to surprise?”

She added: “To ignite the kind of base that needs to be ignited to beat Trump, I’m not sure he moves them.”

In interviews, black women repeatedly pointed to a singular issue plaguing Biden’s candidacy: his handling of the 1991 Supreme Court confirmation hearing of Clarence Thomas and the Senate Judiciary Committee’s treatment of Anita Hill, a black professor who faced a panel of white male lawmakers about her sexual harassment allegations against Thomas. Biden, then a U.S. senator from Delaware, was the committee’s chairman.

Williamson said that she was “still salty” about the role Biden played in the hearing and that “it wasn’t OK then and it’s not OK now.”

Adoneca Fortier, 55, said that she hoped that Biden would more fully address his role in the hearings, perhaps by extending a personal apology to Hill.

“If there is an apology, I think it would be genuine because I think he realizes what’s happening now,” Fortier said, adding that she hoped Biden would choose a woman of color as his running mate.

On Thursday, Biden’s deputy campaign manager Kate Bedingfield said the former vice president had spoken to Hill.

“They had a private discussion where he shared with her directly his regret for what she endured and his admiration for everything she has done to change the culture around sexual harassment in this country,” Bedingfield said.

But Cherisse Scott, 44, of Memphis, said the issue is “bigger than Anita Hill.”

“Though we supported President Obama, I think we still wanted to see more happening on behalf of black and brown communities, specifically black communities,” Scott said. “I think Joe Biden’s great. I think Joe Biden was a hell of a vice president. But I wouldn’t vote for him for president.”

Cynthia Dismuke, 53, of Houston, is undecided on a candidate in 2020 but finds Biden’s openness to a female running mate attractive. Nevertheless, she was one of many women at the event who came away impressed with Warren, saying, “She’s not making promises. She has a plan.”

“I don’t necessarily want another white male ticket,” Dismuke said. “I want to see who’s going to get Trump out of office.”

Leah Daughtry, CEO of the 2016 Democratic National Convention, said Wednesday’s forum was a testament to the strength of black women at the polls.

“We show up and we make the difference in any election,” said Daughtry, the forum’s honorary co-chair. “We aren’t interested in the flash. We want to know: What are you going to do? What are your policies that are going to impact our lives?”
