July 10, 2020 CLAIM: During an interview with activist Ady Barkan, Democratic presidential hopeful Joe Biden gave his full support to defunding the police in the United States.
AP’S ASSESSMENT: False. Biden said he supports redirecting some police funding to address mental health or to change the prison system.
THE FACTS: Since George Floyd’s death in police custody in May, one of the main demands from activists and protesters in the Black Lives Matter movement has been for local and federal governments to defund the police.
Given this, in an interview between Biden and Barkan published July 8 by the digital media site NowThis News, one of the topics discussed was police funding.
Since that interview was posted, various news outlets and opinion blogs have published stories claiming both that Biden called police “the enemy” and that he agreed to defund the police.
“Joe Biden Says Police Have ‘Become the Enemy,’ ‘Absolutely’ Should Defund Them,” reads a headline from the conservative website Townhall.com.
That story and others with the same claims got explosive traction on social media, viewed hundreds of thousands of times and shared by prominent figures including White House Press Secretary Kayleigh McEnany.
But such statements are incorrect. Biden never suggested he wanted to completely defund the police, and his quote about police becoming “the enemy” is taken out of context.
In the interview, Biden agrees with Barkan that some of the funding for police should be redirected into different programs, such as mental health counseling.
He also said that, in his opinion, police forces don’t need military equipment, because it makes them look as if they are invading communities.
“The last thing you need is an up-armored Humvee coming into a neighborhood,” he said. “It’s like the military invading. They don’t know anybody. They become the enemy. They’re supposed to be protecting these people.”
Biden never directly said police “are the enemy,” though some headlines claimed he did.
A month earlier, on June 8, Biden’s campaign released a statement explaining he does not support defunding police forces.
Biden spokesman Andrew Bates said the candidate “does not believe that police should be defunded,” The Associated Press reported at the time.
“Biden supports the urgent need for reform — including funding for public schools, summer programs, and mental health and substance abuse treatment separate from funding for policing — so that officers can focus on the job of policing,” Bates said.
On July 8, the same day the Ady Barkan interview came out, Biden also clarified his views on the topic, according to AP reporting.
“We don’t have to defund the police departments, we have to make sure they meet minimum basic standards of decency,” he told reporters.
This is part of The Associated Press’ ongoing effort to fact-check misinformation that is shared widely online, including work with Facebook to identify and reduce the circulation of false stories on the platform.

During a virtual fundraiser late Friday, former Vice President Joe Biden said he is once again receiving classified briefings from the U.S. intelligence community.
Last month, he said he had not gotten such briefings. That information, he said, led him to warn of attempted Russian and Chinese interference in the upcoming presidential election. “We know from before and I guarantee you I know now because now I get briefings again. The Russians are still engaged in trying to delegitimize our electoral process. Fact.”
“China and others are engaged as well in activities that are designed for us to lose confidence in the outcome.” He did not offer specifics.

George Will reveals he is voting for Joe Biden — the first time he’s ever cast a vote for a Democrat
George Will says he will be casting a vote for a Democrat in November — for the first time in his life.
Will was interviewed at the Aspen Institute on Monday by USA TODAY Washington bureau chief Susan Page.
Page reports that Will said that will be voting for Biden and that it is the first time he has voted for a Democrat since he started voting Republican when Barry Goldwater ran for president in 1964.

Former Vice President Joe Biden, the presumptive Democratic presidential nominee, told MSNBC on Monday that he has four Black women on his shortlist for vice president — putting him closer to selecting a running mate a month before he accepts the party’s nomination.
Biden told MSNBC’s Joy Reid on the premiere of her prime time show “The ReidOut,” however, that he is not committed to a Black woman definitely being his running mate.
“I am not committed any but the people I’ve named and among them are four Black women,” Biden said.
If elected, Biden, 77, would be the oldest-ever president-elect, which has put an intense focus on his pick for a running-mate. Biden has spoken often of seeing himself as a transitional presidential, leading many politics-watchers to believe that his running mate could eventually be the leader of the Democratic Party and, if Biden won in 2020, the likely Democratic nominee in 2024.
He said that it will take roughly six weeks to complete the vetting and his campaign is doing a “detailed analysis” of contenders to narrow down the list before next month’s nearly all-virtual convention in Milwaukee, Wisconsin.
“Black women have supported me my whole career,” Biden said. “I have been loyal and they have been loyal to me — and so it’s important that my administration, I promise you, will look like America.”
He added, “Both from vice president to Supreme Court to cabinet positions to every major position in the White House. It’s critically important that be the case.”
Biden sharply criticized Trump on his coronavirus response, saying that the president “surrendered” and put up a “white flag” dealing with COVID-19. “I have never seen a president who has been so self-serving in the conduct of the office,” Biden said
Biden said he would appoint a vaccine czar and pour $25 billion into coordinating a vaccine distribution to every American, conduct more testing and contact tracing, and continue to give federal stimulus aid to small businesses and Americans who are struggling economically
Trump has "absolutely zero sense of empathy” Biden said on the president’s attempts to repeal Obamacare as Americans are suffering from the virus and many are unemployed. “He talks about taking away health insurance and he says he's going to replace it with what? I quite frankly don't get it,” Biden said. “I don't know how he thinks it appeals to the American people.
On purported foreign interference into U.S. elections, Biden said it is a "violation of our sovereignty" and if it happens "there will be response in kind — It will not go unstated, unnoticed or unreported. Putin "knows I mean what I say," he said.

Former Vice President Joe Biden may be the only one at next month's Democratic National Convention who ends up giving a major speech from the host city of Milwaukee, the Daily Beast reported Monday.
The news would be the latest blow to Milwaukee, which initially expected the convention to be a major event that would draw some 50,000 people to Wisconsin's largest city this summer.
Convention organizers declined to confirm or deny the report Monday night.
"Democrats are exploring all options to host an inspiring event that unites the nation around Joe Biden's vision for America," said Katie Peters, a spokeswoman for the 2020 Democratic National Convention Committee. "Our plans are not yet confirmed and will continue to take shape over the next several weeks as we make adjustments to best protect public health."
One source said that organizers were still planning to have at least one major speech delivered from Milwaukee each night of the August 17- 20 convention.
The Journal Sentinel first reported last month that Democrats had upended plans for the convention, as they told state delegations not to travel to Milwaukee, moved the convention from Fiserv Forum to the nearby Wisconsin Center and added satellite events around the country.
Organizers also announced at that time large-scale events, such as a welcome reception for delegates and media and a party for volunteers, were canceled due to coronavirus concerns as cases surge in the U.S.

Airtime cut in half. A Zoom-style backdrop the size of a tennis court. Celebratory car-honking. And most of it won’t even be in the host city, according to the Daily Beast, which reported it had obtained a 10-page preview outline for the event, marked for internal use only.
The preview featured digital renderings of convention attendees seated at distant tables and separated by partitions, a speaking lineup that is "both dramatically shorter in length and vastly more ambitious in scale," and a program that emphasizes Biden to a degree rarely seen in national political conventions.
"The 2020 Democratic National Convention is being re-imagined to connect with voters from across America using satellite events from the swing states that are linked to a working convention floor in Milwaukee,” the preview states.
It goes on to say that former first lady Michelle Obama and Vermont Sen. Bernie Sanders will speak on the first night of the convention, Jill Biden will highlight the second night and Biden's vice presidential pick will feature on the third. As expected, Biden will give his acceptance speech on the fourth and final night of the convention.
Republican Gov. John Kasich of Ohio — a GOP presidential candidate in 2016 — is expected to speak at the convention as well.
According to the preview, the roll call will be broadcast live from 57 states and territories, starting from the Edmund Pettus Bridge in Selma, Alabama, the site of what came to be known as the “Bloody Sunday” protest against segregation in 1965.
The plan is for the roll call to end with a surprise musical act, fireworks, and “people in their cars honking and flashing lights.”
Overall, the Daily Beast reported, the cost for the scaled-down convention is expected to be about $20 million. Of that, the story said, the Milwaukee 2020 Host Committee still has to raise "north of $8 million."
The New York Times reported Friday that the convention may include as few as 300 people — a number that includes "not only attendees but members of the news media, security personnel, medical consultants and party workers."
Before the coronavirus pandemic upended the convention plans, the Host Committee was charged with raising $70 million and recruiting 15,000 volunteers.
The event is expected to bring in a small fraction of the revenue that Milwaukee had hoped when it was first picked as the host city in March 2019. The event, originally scheduled for the week of July 13, was moved to the week of Aug. 17.
